Odour, dust or smoke from your business activities could be considered a nuisance. If you fail to deal with a nuisance problem you could face legal action and a fine. Your district council could restrict or stop your business activities. You should find ways to limit the amount of odour, dust and smoke you create to avoid causing a nuisance.
With increasing awareness of the problems caused by dust generated from such works, many local authorities are now including dust monitoring as a planning requirement. Often there is a requirement to undertake a baseline survey, particularly as part of an EIA, in order to formulate acceptable thresholds.
Generally, two different approaches are used to measure the amount of dust deposited on a surface;
Determination of the soiling of a surface, by a change in its properties
Determination of the quantity of dust deposited, by weight

Training site staff is an essential component of raising awareness of the issues associated with the mitigation of dust arising from the extractive industries. Critical event planning should be undertaken in order to develop a protocol for dealing with short-term, transient events which might lead to an increase in nuisance dust or PM10.
Training Staff training should seek to:
Communicate the contents of the Standard to all personnel.
Describe the potential amenity problems and set out the benefits of good practice in this area for the site’s neighbors, and for the minerals business and employees
Ensure personnel are aware of their obligations under the site’s planning permission and/or EPR permit conditions.
Provide resources to ensure employees are trained in the minimization of dust, and the correct use of dust control equipment.
Ensure employees involved with monitoring are trained in the correct use of dust monitoring equipment.
Facilitate the flow of ideas and information to and from all employees to maintain and improve their ability to manage dust in all aspects of the operations.
Undertake and record staff induction and training.
Air Quality
Pollutants contribute heavily to the deterioration of library and archival materials. The two major types of pollutants are gases and particulates. Gaseous contaminants — especially sulfur dioxide, nitrogen oxides, peroxides, and ozone — catalyze harmful chemical reactions that lead to the formation of acid in materials. This is a serious problem for paper and leather, which are particularly vulnerable to damage caused by acid. Paper becomes discolored and brittle, and leather becomes weak and powdery. Particulates — especially soot — abrade, soil, and disfigure materials.
Controlling air quality is difficult and complex and depends upon several inter-related factors. Various standards for air quality have been suggested. However, until more experience is gained, the most reasonable recommendation is that the amount of pollutants in the air be reduced as much as practicable.
